From [link] : "He's a defect from Konoha Nin, he is a multi-clan ninja (different I know... probably bends the laws of Naruto). His full name is Asakrio Hyuuga-Uchiha." I was wondering who exactly makes the scar on the headbands of the defects? Is it the officials from the village, or is it the defect himself?
